Emergency Ferry Docking Facility

,

Project budget: 1,241,310 EURO

Rationale:

One of the expected results of the implementation of the 9th EDF Caribbean Regional Indicative Programme (CRIP) was reduced vulnerability through “enhanced capacity to combat drugs and mitigate natural hazard risk.” An essential and common element of these policies, principles, and strategies is regional cooperation, involving CARIFORUM, French DOMs, and UK and Dutch OCTs in disaster preparedness, hazard mitigation, and emergency responses to disasters.

Regional Context:

Economic & Social Situation

On June 25th, 1997, there was another sizable collapse of the Soufriere dome, and pyroclastic flows destroyed 175 homes in 7 villages and killed 19 residents. Two months later, Plymouth was destroyed and the ash reached the neighboring islands of Antigua and Nevis. Over 50 scheduled flights to other Caribbean islands such as St. Maarten, Anguilla, Guadeloupe, Dominica, and St. Kitts were canceled due to poor visibility caused by the eruption of the Soufriere Hills volcano.

Objectives:

The overall objective of the project was to improve the state of disaster preparedness and physical infrastructure in the region. It set out to achieve this through the rehabilitation of ferry docking facilities in Antigua and Montserrat, to facilitate emergency evacuation of people and transportation of relief supplies in the event of a volcanic eruption at the Soufriere volcano in Montserrat.

Main Activities:

  • Dredging and piling including rental of barge
  • Capping of piles
  • The casting of a new concrete deck
  • Installation of a lighting system, plumbing, and sewerage system
  • Repairs to wharf and sea wall (approximately 300 ft.)
  • Construction of passenger processing facility including parking area, fencing, and equipment

Implementation Method:

The overall responsibility for the implementation of the project was assigned to the Regional Authorising Officer (RAO) of CARIFORUM. The RAO will appointed a Deputy Regional Authorising Officer (DRAO) in Antigua and Barbuda in the person of Amb. Dr. Clarence Henry, who managed the implementation of the project. The DRAO worked along with the Public Work Department, as the Implementing Agency/Executing Agency for the project.
